The state of gambling in Ukraine has been unclear over the years and was not addressed by the constitution up until 2009 when it was deemed illegal. The move to ban this practice was propelled by a fire that broke out in a casino hall in May of the same year that claimed the lives of nine people. The ban was signed into being in June of 2009, and it has remained rigid to date aside from a few changes over the years.
In the law prohibiting gambling in Ukraine, the activity is defined like in most other states and involves the placement of stakes on an event that provides a prize, and the result is dependent either wholly or partially on unpredictable patterns; this definition covers all forms of gambling in both location-based and online casinos. Nonetheless, this regulation allows the practice of lotteries, sports competitions, and raffles for charity and education, all of which are not considered gambling practices.
